The father of the three girls killed in a Christmas morning house fire has sued the city of Stamford, Conn., his ex-wife's contractor boyfriend and several others who did work on the home, saying they all had roles into making it into a "firetrap."
Matthew Badger's lawsuit, filed Wednesday in Superior Court, alleges that contractor Michael Borcina failed to install a smoke detection system while doing renovations on the $1.7 million Victorian house in Stamford. Borcina escaped the blaze along with the girls' mother.
The fire killed 7-year-old twins Grace and Sarah Badger, 9-year-old Lily Badger, and their grandparents Lomer and Pauline Johnson.
The lawsuit alleges that Borcina was to oversee installation of a hard-wired smoke detection system?after beginning renovations at the three-story waterfront home but failed to complete the project as scheduled in April 2011 and left the ground floor without heating.
"The girls died before they could escape the home, which had become a firetrap as a result of months of substandard construction leading up to the fire," according to the lawsuit, which was first reported by The Stamford Advocate.
The lawsuit also says city officials knew or should have known that Borcina served as the home's general contractor but didn't have a state home improvement contractor's license.
Borcina's criminal attorney, Eugene Riccio, said Thursday that another attorney was being hired to handle the civil case. Stamford's director of legal affairs, Joseph Capalbo, declined to comment.
The home's architect, electrician and general contractor listed on the building permit were included as defendants.
No criminal charges in Christmas fire
Last month, Stamford State's Attorney David Cohen said he found no criminal negligence in investigating the fire, which has been blamed on a bag of fireplace ashes that had been discarded in a mudroom.
The grandparents' estates have notified the city of their intent to sue.

The girls' mother, Madonna Badger, told NBC's "Today" show last month that the bag of ashes didn't seem dangerous because Borcina ran his hands over them before putting them on top of a plastic bin.

WASHINGTON (AP) ? In a day of political maneuvering, Democrats and then Republicans took turns blocking a quick Senate vote on President Barack Obama's proposal to extend expiring tax cuts for a year on everyone but the highest-earning Americans.
With each side trying to embarrass the other on one of the election year's foremost issues, the result was that senators won't vote on Obama's plan this week. Senate Majority Leader Harry Reid, D-Nev., promised they would vote on it before Congress leaves town for its August recess, despite GOP opposition to the proposal.
"We know Republicans won't do anything that helps President Obama, even if it's good for the economy, because their No.1 goal is to defeat the president," Reid said.
Republicans accused Democrats of blocking the vote because they were afraid of supporting a measure that would in effect boost taxes on high-earning business owners at a time when the country is thirsting for jobs.
Senate Minority Leader Mitch McConnell, R-Ky., said he would agree to arrange for votes "just as soon as the majority leader produces a bill to show us what tax increases they have in mind."
The moves came just two days after Obama urged Congress to vote on his proposal. The president would exclude families earning over $250,000 a year from the renewed tax cuts, saying they should contribute to deficit reduction.
Without action by lawmakers, wide-ranging tax cuts enacted a decade ago under President George W. Bush will expire on New Year's Day, which economists say would be a blow to the already weak economy.
The back and forth put the Senate on track to voting Thursday or Friday on a Democratic bill cutting taxes for businesses that hire workers, grant raises or make major investments in equipment. It will also vote on a House-passed GOP version that grants tax deductions to all companies with fewer than 500 employees.
Both measures seem destined for certain defeat.
Wednesday morning, Senate Minority Leader Mitch McConnell, R-Ky., proposed votes on two amendments to the Democrats' business tax-cut bill.
One was on Obama's plan, the other on a Republican alternative that would include top earners in the extended tax reductions. Republicans say excluding the highest earners would raise taxes on many business people and stifle job creation.
Reid blocked the votes on both for now, at a time when a handful of Democrats ? including several in tight re-election races ? are wary of supporting Obama's proposal because their GOP opponents label it a tax increase. Democratic aides said they would vote on the measure by early August, after Obama spends more time bringing public attention to his proposal.
"The president's tax increase plan is not just an economic disaster, it's a political loser and they know it," said Sen. Orrin Hatch, R-Utah, sponsor of the GOP proposal.
Later Wednesday, it was Reid who proposed holding separate votes on Obama's plan and the rival GOP measure. He had a new condition: Letting either measure pass with a simple majority, instead of the 60 votes demanded for many Senate roll calls.
McConnell objected, saying he had not seen details of the bills.
Reid can usually count on votes from 51 Democrats plus two independents.
Late Wednesday, Sen. Joseph Lieberman, I-Conn., who is retiring in January, said he would vote against both parties' tax-cut extensions, saying Congress should instead be working on a major deficit-reduction package. Other Democrats have been unclear about whether they will back Obama's plan, including Sens. Joe Manchin of West Virginia and Jon Tester of Montana, who face tight re-election races in November.
"We'll get to the tax issues," Reid said. "That way we'll be able to talk in more detail about Gov. Romney's taxes," a reference to Democratic demands that wealthy GOP presidential challenger Mitt Romney release more of his income tax returns.
Trying to take the offensive, Obama's re-election campaign released a television ad it will air in nine states where the election could be close, contrasting the middle-income tax breaks Obama has proposed with the tax cuts Romney's plan would provide for wealthy individuals and corporations. "Two plans, your choice," the announcer says.
Out of 119 million U.S. households, just 2.5 million ? or 2 percent ? reported making at least $250,000 in 2010, according to Census Bureau figures.
Just 3.5 percent of taxpayers reporting business earnings will earn enough money to see their tax rates rise next year unless lawmakers act, according to Congress' nonpartisan Joint Committee on Taxation. Democrats use that figure to show how few businesses would pay higher tax rates under Obama's plan.
The committee also estimated that those taxpayers will account for 53 percent of the $1.3 trillion in business earnings reported in 2013 ? a number Republicans cite to argue that the higher rates will hurt the economy.

Hoboken, N.J., July 11, 2012. John Wiley & Sons, Inc., today announced a continued increase in the proportion of its journal titles indexed in the Thomson ISI 2011 Journal Citation Reports (JCR). A total of 1,156 Wiley titles (approximately 76%) were indexed, representing an increase of 5% from the 2010 JCR, and including 43 titles which have been indexed for the first time.
Among these, the newly-launched WIRES title Wiley Interdisciplinary Reviews: Climate Change achieved an impressive one-year Impact Factor of 2.913, making it the fourth highest-ranked title in the Environmental Sciences category. WIRES: Cognitive Science and WIRES: Computational Molecular Science were also indexed for the first time this year.
Among journals receiving an Impact Factor in both 2010 and 2011, 581 Wiley titles (52.4%) increased in Impact Factor in 2011. Of these, 194 titles increased by 25% or more.

Wiley publishes the largest share of titles in 50 JCR subject categories, and overall published 10.9% of the journals, 10.7% of the articles, and received 11.4% of the citations.
Once again, the outstanding CA-A Cancer Journal for Clinicians, published by Wiley on behalf of The American Cancer Society, was the highest-ranked journal in the JCR a position that the title has held since 2005. In the 2011 JCR, the journal also became the first title to achieve an Impact Factor over 100 at 101.780.
Impact factors are a metric that reflect the frequency that peer-reviewed journals are cited by researchers, making them an important tool for evaluating a journal's quality.
Highlights in Health Sciences:
In the 2011 Journal Citation Reports, 322 Wiley health science journals have received an Impact Factor (up from 310 in the 2010 Journal Citation Reports). Nine Health Sciences journals received their first Impact Factor this year, including Nursing in Critical Care with an Impact Factor of 1.082. In total, six Health Sciences publications achieved top category rankings and a further 54 achieved rankings within the top 10 of their subject category, yielding 71 top-10 category rankings in total.
Of the 153 journals in the Medicine, General & Internal category, the Cochrane Database of Systematic Reviews (CDSR) continues to be ranked in the top ten, with a new impact factor of 5.715. The total number of times the CDSR was cited increased from 27,366 in 2010 to 29,593 meaning the CDSR receives the 7th highest number of citations in its category.
In Dentistry Periodontology 2000 and Clinical Implant Dentistry and Related Research were ranked one and two respectively. Journal of Prosthodontics and International Journal of Dental Hygiene received their first impact factors.
With 15 out of 68 titles in the category, Wiley is the leading publisher of Hematology journals, with two titles appearing in the top ten, Stem Cells (7.781) and Journal of Thrombosis and Haemostasis (5.731).
The Journal of Pathology is the highest impact original research, general pathology journal with an impact factor of 6.813 and ranks 19/194 in Oncology. Wiley is the third leading publisher in the oncology category, with 19 out of 194 titles.
The official journal of the British Society for Allergy and Clinical Immunology, Clinical and Experimental Allergy, saw a notable rise in impact factor with an increase of 20% from 4.195 to 5.032, maintaining the number three ranking for a 7th consecutive year. The journal Allergy also preserved its number two ranking for a 7th consecutive year with an impact factor of 6.271. Immunological Reviews is ranked 6th out of all immunology titles.
The Wiley rheumatology portfolio includes the American College of Rheumatology journals, Arthritis and Rheumatism and Arthritis Care & Research, which remain in the top ten in positions three and six, with impact factors of 7.866 and 4.851 respectively.
In the Veterinary Sciences category, Wiley is the leading publisher with 23 out of 143 titles (16%). Eight of our titles saw a rise in impact factor.

Wiley journals rank within the top ten of 71 categories (from 43 journals). Five publications achieved the number one spot in their category, including Medicinal Research Reviews (10.700), Mass Spectrometry Reviews (10.461), Computer-Aided Civil and Infrastructure Engineering (3.382), and Acta Crystallographica Section D (published on behalf of the International Union of Crystallography) which doubled its Impact Factor to 12.619 and moved up two ranks.
With its very first impact factor of 2.390 Molecular Informatics entered directly in the top ten of the Mathematical & Computational Biology category. ScienceDaily (July 10, 2012) ? Until now, scientists who study air pollution using satellite imagery have been limited by weather. Clouds, in particular, provide much less information than a sunny day.
University of Iowa scientists have created a technique to help satellites "see" through the clouds and better estimate the concentration of pollutants, such as soot. The finding is important, because, like GPS systems, clouds block remote-sensing satellites' ability to detect, and thus calculate, the concentration of pollution nearer to the ground. This includes particles (commonly known as soot) that reduce air quality and affect weather and climate.
The results of the study are published July 9 in the online early edition of the journal Proceedings of the National Academy of Sciences (PNAS).

"Particles in the atmosphere (aerosols) interact with clouds changing their properties. With this technique, we can use remote sensing observations from satellites to estimate these cloud properties in order to correct predictions of particle concentrations. This is possible due to a numerical model that describes these aerosol-clouds interactions," says Pablo Saide, environmental engineering doctoral student and researcher at the UI Center for Global and Regional Research (CGRER).
Scott Spak, co-author and assistant professor of civil and environmental engineering in the UI College of Engineering, adds that the new technique is expected to find immediate application across a wide range of activities. Examples include air quality forecasting, numerical weather prediction, climate projections, oceanic and anthropogenic emissions estimation, and health effects studies.
But the ability to see pollution "through the clouds" is also expected to have "on the ground" health results.
"Unlike previous methods, this technique can directly improve predictions of near-surface, fine-mode aerosols -- such as coal-fired electric generating plants and wood-fueled cooking fires -- responsible for human health impacts and low-cloud radiative forcing (solar heating)," says Greg Carmichael, co-author, professor of chemical and biochemical engineering, and CGRER co-director. "This technique is also complementary to previous methods used, allowing the observing system to 'see aerosols' even under cloudy conditions."
Here's how the technique works:
Existing weather satellites observe warm, single-layer clouds, such as the stratocumulus clouds that form off the west coasts of Africa, North America, and South America. These clouds are thought to be the main factors contributing to climate cooling.
Researchers calculate the number of droplets in the clouds using the satellite data, which are compared to a model estimate provided by the UI program.
As airborne particles interact with clouds changing their properties, model estimates of particles are corrected so that the model will generate a better agreement with the satellite number of droplets.
Particles interacting with clouds are usually below clouds, thus, in some cases, the model corrections can be attributed to humanmade emissions.
The researchers conducted their study using National Science Foundation (NSF) aircraft measurements to make simultaneous cloud and particle observations, which verified satellite observations and the mathematical formulas used to determine the pollution concentrations in the air.
All three UI researchers agree that their new technique for seeing through clouds to make ground observations is likely to generate growing interest as the need to infer ground air pollution levels, and the need to mitigate the human hazards posed, grows larger.
In addition to UI researchers, paper co-authors include Patrick Minnis of NASA Langley Research Center, Hampton, Va., and Kirk Ayers of Science Systems and Applications Inc., Hampton, Va.

Okay, so I'm still quite new to this site and I have this problem...
I know how to use the different codes from other websites and it has always worked. But here when I make a character the codes doesn't work. For example: I use the img code and everything looks fine while I'm making the character and editing. But when I submit the character profile theres no image. Only the text "image". It's the same with all the other codes, even the regular ones like Bold text or Italic text. Whatever I do, none of the codes show. And it's annoing when the Gamemaster wants a picture and I can't post one.... Any suggestions?
HONOLULU (AP) ? The Hawaii Air National Guard said Tuesday one of its pilots briefly experienced an oxygen deficit while flying an F-22 stealth fighter last week.
The pilot was heading back to Joint Base Pearl Harbor-Hickam from a routine training sortie when sensors indicated he wasn't getting as much oxygen as he should, said Lt. Col. Charles Anthony, a spokesman for the Hawaii Guard.
The pilot also felt dizzy. He activated the emergency oxygen system until his symptoms abated and the plane's oxygen generating system returned to normal.
The pilot landed safely after Friday's incident, the first time a Hawaii F-22 pilot has experienced hypoxia, or oxygen deprivation, Anthony said.
A medical exam cleared the pilot for duty. All 14 of the Hawaii National Guard's F-22 planes are operational, Anthony said.
The nation's F-22 fighter jets were grounded for four months last year after pilots complained of experiencing a lack of oxygen that can cause dizziness and blackouts.
An Air Force advisory panel studied the problem for seven months but couldn't identify the cause. The panel supported a plan to keep the aircraft flying with pilots using special sensors, filters and other safety precautions.
In May, Defense Secretary Leon Panetta ordered that F-22 flights remain "within proximity of potential landing locations" so that pilots can land quickly in the event they experience an oxygen-deficit problem.
The F-22 is the Air Force's most-prized stealth fighter. It was built to evade radar and is capable of flying at faster-than-sound speeds without using afterburners.
Five other bases are home to F-22s: Joint Base Elmendorf-Richardson, Alaska; Joint Base Langley-Eustis, Va.; Nellis Air Force Base, Nev.; Holloman Air Force Base, N.M.; and Tyndall Air Force Base, Fla.

The problem began when international hackers ran an online advertising scam to take control of more than 570,000 infected computers around the world. When the FBI went in to take down the hackers late last year, agents realized that if they turned off the malicious servers being used to control the computers, all the victims would lose their Internet service.
In a highly unusual move, the FBI set up the safety net. The bureau brought in a private company to install two clean Internet servers to take over for the malicious servers so that people would not suddenly lose their Internet.

From the onset, most victims didn't even know their computers were infected, although the malicious software probably has slowed their web surfing and disabled their antivirus software, making their machines more vulnerable to other problems.
Many computer users don't understand the complex machines they use every day to send email, shop and cruise for information. The cyberworld of viruses, malware, bank fraud and Internet scams is often distant and confusing, and warning messages may go unseen or unheeded.
Also, some people simply don't trust the government, and believe that federal authorities are only trying to spy on them or take over the Internet. Blogs and other Internet forums are riddled with postings warning of the government using the malware as a ploy to breach American citizens' computers. That's a charge the FBI and other cybersecurity experts familiar with the malware quickly denounce as ridiculous.
Still, the Internet is flooded with conspiracy theories:
"I think the FBI just wants everyone to go to that website to check our computers so they can check our computers as well. Just a way to steal data for their own research," one computer user said in a posting on the Internet.
Another observed: "Yet another ploy to get everyone freaked out ... remember Y2K."
There also is an underlying sense that this will be much ado about nothing, such as the approach of 2000. The transition to that year presented technical problems and fears that some computers would stop working because they were not set up for the date change. In the end there were very few problems.
Considering there are millions of Internet users across the country, several thousand isn't a big deal, unless you're one of them.
Rep. Jim Langevin, D-R.I., and co-founder of Congress' cybersecurity caucus, said computer uses have a responsibility to practice good sense and make sure their computers are not infected or being hijacked by criminals.
"These types of issues are only going to increase as our society relies more and more on the Internet, so it is a reminder that everyone can do their part," he said.
FBI officials have been tracking the number of computers they believe still may be infected by the malware. As of Wednesday, there were about 45,600 in the U.S. ? nearly 20,000 less than a week ago. Worldwide, the total is roughly 250,000 infected. The numbers have declined steadily, and recent efforts by Internet service providers may limit the problems on Monday.
Tom Grasso, an FBI supervisory special agent, said many Internet providers have plans to try to help their customers. Some may put technical solutions in place that will correct the server problem. It they do, the Internet will work, but the malware will remain on victims' computers and could pose future problems.
Other Internet providers are simply braced for the calls to their help lines.

This is a wrong comparison. Windows PCs vs Macs + iPads + iPods + iPhones? I would clearly draw a line between Macs and iOS devices since their capabilities are different. They should compare only Macs vs Windows PCs.
