India's Current Account Deficit At Record High; IIP Statement Shows Increase In Net Liabilities To $248B

India's current account deficit deteriorated to a record high of 4.5 percent of the GDP or $21.7 billion - a level seen for the first time in 20 years - for the quarter ending March 2012, data released by the Reserve Bank of India show. ?

Posing new difficulties for the struggling economy and the government, the current account deficit-difference between imports and exports reached 4.5 percent of the GDP and more than tripled when compared to the 1.3 percent for the same period in the previous year.

The current deficit is worse than that recorded in 1991, at 3 percent, during one of its worst Balance of Payments (BoP) crisis in the recent history. ?

The decline in exports due to low global demand, as an offshoot of the euro zone crisis along with high imports, has led to the current crisis. The high imports of crude and gold weighed heavily in the current account deficit, accounting for more than 45 percent of the total imports during the year.

In the year 2011-2012, the growth in exports slumped to 23.6 percent from the 37.5 percent recorded last year while imports registered a growth rate of 31.1 percent from that of 26.7 percent in the previous year.

Follow us

"The stress witnessed in India's Balance of Payments (BoP) in the third quarter continued during the fourth quarter of 2011-12 as well due to large increase in imports," said the RBI in a statement.

Meanwhile, India's external debt at the end of March 2012 was at US$345.8 billion (20.0 percent of GDP), recording an increase of US$39.9 billion or 13.0 percent over that at the end of March 2011, on account of a significant increase in commercial borrowings, short-term trade credits and rupee-denominated non-resident Indian deposits, the RBI said.

The country's long-term debt at US$ 267.6 billion and short-term debt at US$ 78.2 billion accounted for 77.4 percent and 22.6 percent, respectively, of the total external debt as of end-March 2012. The Banking regulator said that India's foreign exchange reserves provided a cover of 85.1 percent to the external debt stock at the end of March 2012 as compared with 99.6 percent cover as at the end of March 2011.

?International Investment Position (IIP) for March 2012

India's net IIP, the difference between an economy's external financial assets and liabilities, showed an increase in the net liabilities to US$244.8 billion at the end of March 2012 from US$204.8 billion at?the end of December 2011.

"This rise in net liabilities by US $ 40.0 billion was mainly on account of US $ 45.5 billion increase in liabilities, partially offset by an increase in assets of US $ 5.5 billion," said the RBI.

The data released from the RBI said that the "international financial liabilities widened by US$ 45.5 billion over the previous quarter to US$ 682.0 billion as at end-March 2012 while direct and portfolio investments in India increased by US$ 15.7 billion and US$ 19.2 billion, respectively."

LA County Selects Raytheon To Upgrade Public Safety Dispatch ...

LOS ANGELES, June 20, 2012 ? Raytheon Company RTN has been chosen by Los Angeles County to replace legacy emergency dispatch consoles with new ones that can easily be expanded for emerging public safety technologies such as Long Term Evolution, a high-speed, wireless broadband data network.

Under a $12.5 million contract, Raytheon will replace all public safety communications consoles for the sheriff and fire departments, allowing them to be more responsive to their communities while raising efficiency and lowering maintenance costs.

?Our first responders deserve the best equipment to save lives,? said Mike Prout, vice president of Security and Transportation Systems for Raytheon?s Network Centric Systems business. ?Raytheon provides innovative technologies that every sheriff?s deputy or firefighter can rely on.?

When the twin-screen consoles are in place, public safety dispatchers can readily see which units are available and have the shortest response time in handling both routine and emergency incidents. For L.A. County, the changes will also bring about increased interoperability between jurisdictions.

For example, county Fire Department dispatchers will now have the ability to directly connect with nearby fire agencies at the touch of a button. The California Department of Forestry and Fire Protection (CALFire) and Riverside, San Bernardino and Orange counties can form talk groups on radio channels that provide immediate communications with dispatchers. This will enhance both efficiency and safety in responding to multi-agency wildfires and other emergency situations.

?This type of interoperability is exactly what first responders need in this era of multi-agency, multi-discipline responses,? said John Lenihan, Battalion chief, L.A. County Fire Department.

?These radio consoles are the first step in improving interoperability throughout the region,? added Capt. Scott Edson, commander of the Sheriff?s Department Communications and Fleet Management Bureau. ?They allow our Public Response Dispatchers to more efficiently serve the deputies in the field, including ?patching? other radio systems together in a time of need. Raytheon is again helping us do even more to protect our deputies and the communities we serve.?

TJ Kennedy, director of Public Safety and Security at Raytheon?s Network Centric Systems business, noted that, ?The hardware and software integration will be done at Raytheon?s Public Safety Regional Technology Center in Downey, Calif., near Los Angeles. It is the only one of its kind in the country focused on developing open architecture and open communications standards for public safety professionals. And, it was designed to help first responders integrate new solutions and learn how future technologies can benefit their communities.?

The public safety dispatch console program further demonstrates Raytheon?s leadership in helping L.A. County protect the public. Raytheon is currently installing new mobile data laptop computers in more than 2,000 Sheriff?s Department vehicles to increase safety and help deputies perform more efficiently.

Barclays CEO: market fixes were for protection

LONDON (AP) ? The chief executive of Barclays Bank says that it submitted false data on borrowing costs during the credit crisis in 2007 and 2008 to protect its reputation. He says that decision was wrong.

The House of Commons Treasury Committee on Friday released a letter from Barclays CEO Bob Diamond setting out a partial defense of the bank's behavior.

Diamond says Barclays deliberately set its reports low during the credit crisis, because if it reported higher numbers than other banks, it would appear that Barclays was having trouble borrowing from other banks. He did not say who set this policy.

U.S. and British agencies on Wednesday imposed fines totaling $453 million on Barclays for submitting false data used in setting the London interbank offer rate (LIBOR) between 2005 and 2009.

Syrian rebels: 170 regime tanks mass near major city

EDITOR'S NOTE: Image supplied by the opposition Shaam News Network.

Bodies of people allegedly killed by government forces in Douma, Syria, on Thursday.

By msnbc.com staff and news services

ANTAKYA, Turkey - Syrian helicopter gunships reportedly?bombarded a strategic town in northern Syria overnight and tanks moved close to the commercial hub and its largest city Aleppo, rebel fighters said on Friday.?

Meanwhile, anti-regime groups reported what one called a "hideous massacre" in Douma, outside of Damascus, and distributed a video and photograph purportedly showing the aftermath of a killing that left more than 50 dead, including women and children. ?Journalists do not operate freely in Syria so there was no way of confirming the report.?

A senior rebel officer said around 170 Syrian tanks had assembled at an infantry school near the village of Musalmieh northeast of the city of Aleppo, just 19 miles from the Turkish border but were keeping?well clear of new Turkish air?defenses?installed to curb Syrian action near its frontiers.

"They're either preparing to move to the border to counter the Turkish deployment or attack the rebellious (Syrian) towns and villages in and around the border zone north of Aleppo," General Mustafa al-Sheikh, head of the Higher Military Council, a grouping of senior officers who defected from Assad's forces,?told Reuters by telephone from the border.?

Turkey sends military convoys toward Syrian border

Omar Abdallah, an activist in Idlib coordinating with the Free Syrian Army said: "After taking hits in rural Aleppo and Idlib, the army is re-grouping ... There is speculation that these forces intend to ring Aleppo starting July 1."?

Turkish commanders inspected the missile batteries deployed on the border region on Thursday following Syria's shooting down of a Turkish warplane a week ago, which has sharply raised tensions between the two nations.?

Massacre?
Meantime, Syrians in the besieged city of Douma wrapped mangled and bloodied corpses in white burial shrouds early on Friday, according to video posted online.

"A massacre has been committed in the city of Douma, killing more than 50 in this bloody day, where Assad mafias and death squads launch aggressive attacks, bombardment of the city, and executions," U.S.-based anti-Assad Syrian Expatriates said a statement.?

A bomb targeting Syria's highest court has exploded in Damascus. NBC's Bill Neely reports.

Douma is predominantly Sunni community that has become as a focus of resistance to the Assad government.

The group gave details for the killings of 10 members of the same family, including four chidren, their mothers and grandmother. ?More than 200 were wounded, the group said.?

The British-based Syrian Observatory for Human Rights said 190 people, including 125 civilians, were killed on Thursday throughout the country.

The United States, Britain and France have said that Assad is responsible for the violence, which the United Nations estimates has killed at least 10,000 people, and is no longer fit to govern. Russia and China, however, reject what they describe as Western calls for "regime change."?

A strong explosion rocked the Syrian capital near a busy market and the Palace of Justice. Msnbc.com's Richard Lui reports.

Turkish deployments?
The Turkish deployments, a graphic warning to President Bashar al-Assad, coincide with rising violence across Syria and increasingly urgent international efforts to forge a peace deal as the nation slips into full-blown war.?

As the Turkish-Syrian dimension ratcheted up further pressure, peace envoy Kofi Annan said on Friday he was "optimistic" that crisis talks in Geneva on Saturday would produce an acceptable outcome, which has so far proved elusive.?

Turkey to help 'liberate the Syrians from dictatorship'

Regional analysts said that while neither Turkey nor its NATO allies appeared to have any appetite to enforce a formal no-fly zone over Syrian territory, Prime Minister Tayyip Erdogan had made it clear Assad would be risking what he called the 'wrath' of Turkey if its aircraft strayed close to its borders.?

Recently, there were clashes close to the border between Syrian forces and rebels. Last weekend, Damascus said "terrorists" infiltrating from Turkey were killed and there have been reports of Syrian forces shooting into camps for refugees in Turkey.?

Turkey, sheltering some 34,000 Syrian refugees and providing bases for the rebel Free Syria Army (FSA), is in the forefront of the efforts to bring down Assad.?

Syrian President Bashar al-Assad told his newly appointed cabinet that a real "state of war" exists in the country and directed them to direct all its efforts toward vanquishing the uprising against him. ITV's Bill Neely reports.

Syrian tanks mass?
Rebel sources in Turkey's Hatay region said Assad's helicopters attacked Saraqeb, a strategic town deep in Idlib province, but kept away from the area directly along the Turkish border in the rural regions of Idlib and Aleppo provinces.?

Neither Turkey, which fears a local clash escalating into a regional sectarian conflagration, nor Syria, has any interest in a confrontation on their shared border.?

Ankara, which has the second biggest army in NATO, called an emergency NATO meeting after its warplane was shot down.?

Turkey has in the past talked about creating a humanitarian corridor on Syrian territory if refugee flows became dangerously unmanageable or the scale of killing in Syria became intolerable. But it had always said this would require international endorsement.?

"NATO just doesn't look like it's in the mood," David Hartwell, Middle East analyst, IHS Jane's, said. "What you might get is the Turks forcing a de facto no-fly zone."?

Erdogan announced earlier this week that he had issued new rules of engagement to his border troops and said any Syrian military elements approaching Turkish borders and deemed a threat would be treated as a target. But he failed, perhaps deliberately, to specify how close Syrian forces could come to the border before becoming vulnerable.?

"The Syrians might accept a very narrow zone along the border. Syria will remain very reluctant to get involved in any conflict with Turkey. They would be up against a very serious military foe," Malcolm Chalmers, research director at Britain's Royal United Services Institute, said.?

The world has been accused by Syrian opposition activists of inertia over the bloodshed. Diplomacy has failed to produce agreement between Western powers, backing the opposition, and Russia, which has used its U.N. veto to block Western and Sunni Arab moves to drive Assad from power.?

Reuters and msnbc.com's F. Brinley Bruton contributed to this report.

Wanderlust (2012)

Role Models was a surprise cross-over hit for the team behind the cult comedies Wet Hot American Summer and The Ten, so our expectations were pretty high for their latest outing. Paul Rudd and Jennifer Aniston play uptight New Yorkers George and Linda who are forced to move to Atlanta when he?s fired. On the way they stop at Elysium bed and breakfast, a commune (or ?intentional community?). Can they put their city ways behind them and embrace a madcap hippy lifestyle, and do they really want to?While Wanderlust isn?t as funny as Role Models, there is plenty to enjoy here. Rudd is terrific as George, eager to open up and try new things before realising that these new things may not be for him. It?s a role that gives him plenty of opportunity to showcase his ability to combine bizarre improvisation as well as cynical joy-killing. Faring less well is Aniston, who sadly doesn?t stray too far from her usual persona. It?s not a bad performance by any means, but it?s not strong enough to make her stand out in a cast full of on-form character actors. Special notice must be given to Justin Theroux (Mulholland Drive) as hairy guru Seth who?s still making snide references to a corporate world from several decades ago, and Kerri Kenney-Silver (Role Models) as a well-intentioned but intrusive Elysium member, while Joe LoTruglio, Kathryn Hahn, Jordan Peele, Lauren Ambrose, Ken Marino, Michaela Watkins, and Alan Alda each get a chance to shine. But it?s all a bit slight. Although it doesn?t drag during its brief running time, there?s not really a lot to it beyond the fish-out of water setting and giving the ensemble free rein. It?s enjoyable, if not particularly memorable.Verdict: Another great comic performance from Rudd and an excellent supporting cast make Wanderlust a fun journey. It may not be their best but it?s certainly entertaining.

Tropical Storm Debby drenches Florida

TAMPA, Fla. (AP) ? Practically parked off Florida's Gulf Coast since the weekend, Tropical Storm Debby raked the Tampa Bay area with high wind and heavy rain Monday in a drenching that could top 2 feet over the next few days and trigger widespread flooding.

At least one person was killed Sunday by a tornado spun off by the large storm system in Florida, and Alabama authorities searched for a man who disappeared in the rough surf.

An estimated 35,000 homes and businesses lost electricity. But as of midafternoon, the slow-moving storm had caused only scattered damage, including flooding in some low-lying areas.

The bridge leading to St. George Island, a vacation spot along the Florida Panhandle, was closed to everyone except residents, renters and business owners to keep looters out. The island had no power, and palm trees had been blown down, but roads were passable.

"Most true islanders are hanging in there because they know that you may or may not be able to get back to your home when you need to," said David Walker, an island resident having a beer at Eddy Teach's bar. He said he had been through many storms on the island and Debby was on the weaker end of the scale.

Gov. Rick Scott declared a statewide emergency, allowing authorities to put laws against price-gouging into effect and override bureaucratic hurdles to deal with the storm.

By 8 p.m. Monday, Debby was stationary in the Gulf of Mexico, 30 miles (48 kilometers) southwest of Apalachicola, with sustained winds around 45 mph (72 kph), according to the National Hurricane Center.

A tropical storm warning remained in effect Monday evening for more than 500 miles of coastline, from Destin in the upper Panhandle to Englewood, south of Sarasota.

Forecasters cautioned that Debby is a large tropical cyclone spreading strong winds and heavy rains at great distances from its center.

They said it would crawl to the northeast, come ashore along Florida's northwestern coast on Wednesday and track slowly across the state, exiting along the Atlantic Coast by Saturday morning and losing steam along the way.

Parts of northern Florida could get 10 to 15 inches of rain, and some spots as much as 25 inches, as the storm wrings itself out, forecasters said.

"The widespread flooding is the biggest concern," said Florida Emergency Operations Center spokeswoman Julie Roberts. "It's a concern that Debby is going to be around for the next couple of days, and while it sits there, it's going to continue to drop rain. The longer it sits, the more rain we get."

High winds and the threat of flooding forced the closing of an interstate highway bridge that spans Tampa Bay and links St. Petersburg with areas to the southwest.

Monday evening, the state announced the closing of the Howard Frankland bridge that connects Tampa, including the region's major airport, and St. Petersburg. The eight-lane bridge carries Interstate 275 over Tampa Bay. Traffic was being diverted to an alternative span.

People in several sparsely populated counties near the crook of Florida's elbow were urged to leave low-lying neighborhoods because of the danger of flooding. Shelters opened in some places.

On St. Pete Beach in the Tampa Bay area, surfers enjoyed the large waves in the Gulf, which is usually so calm the water looks like glass. Residents cleaned up debris in yards and streets from a possible tornado Sunday.

"The wind picked up so bad. It's very, very scary. I ran into the closet underneath the hallway stairs," said Ann Garrison, who has lived on the barrier island for 20 years but has never seen such strong winds. She said that when she came back out after just a few minutes, "the fence was gone, and it was in the middle of the yard."

Nearby, a likely tornado ripped the roof off a marina and an apartment complex and knocked down fences, trees and signs.

Kourosh Bakhtiarian's yard was flooded. He said people were driving around the neighborhood to gawk at the damage, and he complained that police hadn't closed off the streets.

"We have a lot of visitors from outside of this area. They just want to see exactly where the disaster is. I mean, this is not the happiest time," he said.

On St. George Island, many businesses were closed, but Eddy Teach's bar had a few customers and used a generator to keep beer and food cold.

"The tourists cleared out. It's not a good thing and hurts the economy during a week in peak season," said Patrick Sparks, a manager at the bar. He scoffed at the storm, which was well below the 74 mph threshold for a hurricane: "It's a little rash to send everyone home."

Queen of Sheba left genetic legacy to Ethiopians, study finds

Ethiopians's long-ago genetic mixing with populations from Israel and Egypt is a legacy of the Queen of Sheba and her companions, say researchers.?

The Queen of Sheba, known in Ethiopia as Makeda, is mentioned in both the Bible and the Quran. The Bible discusses diplomatic relations between this monarch and?King Solomon of Israel, but Ethiopian tradition holds that their relationship went deeper: Makeda's son, Menelik I, the first emperor of Ethiopia, is said to be Solomon's offspring.

Whether this tale is true or not, new evidence reveals close links between Ethiopia and groups outside of Africa. Some Ethiopians have 40-50 percent of their genomes that match more closely with populations outside of Africa than those within, while the rest of the genomes more closely match African populations, said study researcher Toomas Kivisild of the University of Cambridge. [History's Most Overlooked Mysteries]

"We calculated genetic distances and found that these non-African regions of the genome are closest to the populations in Egypt, Israel and Syria," Kivislid said in a statement.

From its perch on the Horn of Africa, Ethiopia is the site of early hominin discoveries such as "Lucy," a fossilizedAustralopithecus afarensis?and an early human ancestor. Ethiopia is also a?gateway between Africa and Asia, according to Kivislid and his colleagues. But few genetic studies have delved specifically into the Ethiopian genome.

Both agriculture and linguistics show a link between Ethiopia and lands outside of Africa. For example, archaeologists have uncovered wheat and barley farming in Ethiopia, agriculture that first arose in the Fertile Crescent of the Middle East. Linguistically, Ethio-Semitic, a language spoken both in Ethiopia and nearby Eritrea, has been traced to a Middle Eastern origin.?

In suburban America, middle class confronts poverty

America's middle class struggles as family members lose jobs, run out of savings and sink toward poverty. NBC's Lester Holt reports.

By Izhar Harpaz
Dateline NBC?

BOULDER, Colo. ??The small communities that dot the picturesque mountain landscape outside Boulder, Colo., conjure up an image from long before the great recession. Here the manicured lawns and expensive cars are a testament to the achievements of a fiercely independent and educated middle class; a 21st century version of suburban bliss. But often these days, the closed doors of well-kept houses hide a decidedly different reality: hushed conversation about food stamps and Medicaid, depleted bank accounts and 401K?s, kitchen shelves stocked with groceries from food pantries.

Credit: Amelia Holowaty Krales

"It's this dirty little secret,? said Joyce Welch, a stay-at-home mother of three whose husband, a mechanical engineer, lost his job six months ago. ?Everybody is supposed to be able to buy the new car, supposed to buy the new house. And what we don't talk about is people who struggle, and they're struggling more and more."? The Welch family lives in Superior, a Boulder suburb that was listed by Money Magazine as one of the ?Top 20 best places to live in America? in 2011. Neighboring Louisville was ranked number one.

The evidence that times are rough for many suburban middle class families is not merely anecdotal.? For Dateline NBC?s upcoming special ?America Now: Lost in Suburbia,? airing Sunday, June 24th at 8pm/7c, Boulder County's Department of Housing and Human Services provided the number of Louisville and Superior residents that relied on public safety nets to make ends meet.? And while these affluent communities still boast some of the lowest poverty levels in Colorado, the statistics were nonetheless startling: since 2008 the combined number of families on Medicaid more than doubled, as did the number of people utilizing food assistance. ?Lafayette, another well-to-do suburb in East Boulder County experienced similar increases.?

And it isn?t just happening in Boulder County.? A 2011 study by the Brookings Institute revealed that for the first time in United States history there were more poor people living in the suburbs than in cities. The research, based on the most recent United States Census data, showed that a record 15.4 million suburban residents lived below the poverty line last year, up 11.5% from the year before, and? that ?by 2010, suburbs were home to one-third of the nation?s poor population?outranking cities (27.5 percent), small metro areas (20.5 percent), and non-metropolitan communities (18.7 percent)." ?

The Brookings Institute study?examined the percentage change of suburban poor populations between 2000 and 2010 in the 95 largest metro areas in the US. ?It found that in 16 of them the suburban poor population more than doubled during that time. The Denver metro area which includes some Boulder suburbs saw an increase of 96.4%. And while many of the suburban poor are newly arrived immigrants or transplants from the inner cities, a significant number are formerly middle class families who have fallen victim to the most recent recession. ? ?

The need for help may transcend any published statistics. Sarah Nelson, the program director at the Sister Carmen Community Center, a non-profit organization in Lafayette, Colorado, that provides financial assistance to low-income families in East Boulder County, said that Sister Carmen?s share of clients from Louisville and Superior rose from four percent in 2010 to a whopping twenty-two percent by the end of 2011. Many of these formerly middle-class families, Nelson said, have struggled under the radar and have not accessed public assistance programs: ?"Their resources are drained.? They've utilized all of their savings, all of their retirement funds.? Their unemployment's run out.? They've gotten as much help from family and friends as they possibly can.? And we're their last resort.?

Joyce Welch?s financial stress was exacerbated by the medical bills for one of her children, who suffers from a debilitating chromosomal disorder; the out-of-pocket costs of almost $30,000 a year had left the family with no savings. ?So she saw no choice but to turn to Sister Carmen for assistance. ?It was, she said, one of the most difficult things she has had to do in her life. ?To have to actually vocalize, ?I can't do the basics.? I have to have help.?? That is something that is just hard? I want to be able to do it on my own. I want to be the one to help others, not the one who has to ask for help.? ?But with her husband?s unemployment check as the family?s only source of income, Joyce has joined the at least three and half million suburbanites who have fallen below the U.S. poverty line since 2007. She did what she felt she had to do for her three children; sign up for Medicaid and Food Stamps. Sister Carmen offered to supplement her food shopping with monthly visits to their food pantry, so that Joyce could shift some money she would have otherwise spent on food to other important bills. Reluctantly, Joyce agreed.?

Boulder County?s Department of Housing and Human Services?has tried to reach out to struggling formerly middle class families like the Welches before they hit rock bottom. "Safety nets are historically built to try to catch people right before they hit the pavement,? said HHS director Frank Alexander, "if we can get people before they fall we can serve a lot more people in a lot better way and we don't have to just clean up the mess on the street."

According to Alexander, helping a family in need with their mortgage or rent payments may cost the county in excess of $10,000 in temporary ?front end? assistance, but if that money prevents homelessness and all its associated economic and social ills it can save the county much more than that. "We know that if a senior who's trying to live independently in the community ends up in a nursing home, that that shifts cost to $75-85,000 a year. We know that if a family's in a home and they get foreclosed upon, it costs us almost $80,000 as a community with that home being foreclosed upon.? And the interventions that we can do as a human service system with our community partners are much less costly.? The time duration is much more limited.? And the outcomes for the families and individuals are much better.?

Boulder County has signed up non-profit organizations like the Sister Carmen Community Center to be conduits for some of its front-end services. With the center?s help Joyce Welch and her family qualified for county rent assistance until August 2012, enough time, Joyce hoped, for her husband to find a job that will get the family back on their financial feet. ?But for now, she has begrudgingly accepted that she has become a new and different statistic of poverty in America.

?People like me are on food stamps. It?s people who want to go to work and can?t find work and don?t have an alternative,? she said, drawing an invisible square around her face, ?I am the face of food stamps in 2012.? I'm the face of Medicaid in 2012. I don?t like it, you know, I don't sit there and wanna scream it from the mountaintop.? But this is reality.? This is my reality.? This is the reality for more and more people in America."

Spain asks for bank rescue

MADRID (AP) ? Spain has made a formal request for a loan to help clean up its troubled banking sector, the Economy Ministry said Monday.

However, the country has yet to specify how much of the ?100 billion ($125.39 billion) loan package offered by the 17 countries that use the euro it will ask for. Economy Minister Luis De Guindos said recently the figure will be made known July 9 when Spain and its single currency partners reach agreement on the terms of the loan, such as the interest rate.

Last week, two international audits commissioned the government said that Spain's banks could need up to ?62 billion ($77.7 billion) to survive if the economy were to suffer an extreme deterioration.

Spain earlier this month finally admitted that some of its banks were in severe trouble owing to the build-up of toxic assets following the collapse of the country's bloated real estate sector after 2008.

The letter to the euro area governments requesting the loan said the amount sought "would be sufficient to cover capital necessities as well as an additional margin of security up to a maximum of ?100 billion."

It was sent to Jean-Claude Juncker, the Luxembourg Prime Minister who is also president of the eurogroup of finance ministers.

Amadeu Altafaj Tardio, spokesman for the European Commission, the European Union's executive body, said experts from the Troika ? the European Commission, European Central Bank and IMF ? as well as the European Banking Authority would "flying in (to Madrid) as soon as possible."

In a statement, the commission's top financial and monetary affairs officer Olli Rehn, welcomed the request and pledged "to step up work to get a clean assessment of the sector and its needs." He said the two audits were "a good starting point."

Rehn said he was "confident an accord can be reached in a matter of weeks."

Tardio told reporters there would be both conditions for both the bailed-out banks as well as for the whole Spanish banking industry.

The government ordered the audits, carried out by Oliver Wyman Inc. and Roland Berger Strategy Consultants GmbH, as an act of transparency in the hope their results would calm markets. Some analysts said the Spanish economy's outlook is so bad that the assumptions may be conservative.

Four other international auditing firms will now carry out more exhaustive audits of each bank by July 31. Based on these, a round of stress tests will then be held on each entity in September. Banks then seen to be financially unsound will be given 15 days to come up with restructuring plans and, if approved, nine months to fulfill them.

Spain is pushing for the loans to go directly to the banks, rather than have the government be responsible for repayment. While organizations such as the International Monetary Fund support this procedure, others such as fellow eurozone country Germany have ruled it out. Berlin insists on abiding by current regulations under which the money must be given to a government, adding to its debt pile. The Commission also stands by this position.

But Spanish Foreign Minister Jose Manuel Garcia-Margallo said Monday "the question of whether the money will go directly to the banks or to the state is still open,"

In the letter, de Guindos said the aid would be channeled through Spain's state-run bank bailout fund, known as the FROB.

Garcia-Margallo said Spain would seek the longest period possible for repayment and the lowest interest rate. De Guindos last week estimated the rate could be around 3-4 percent.

Investors worry the government may not get the money back from the banks and would have to repay the loans itself and that this could push it closer to joining Greece, Ireland and Portugal in seeking a rescue loan for the whole country.

Spain is the eurozone's fourth-largest economy and such a sovereign bailout would seriously challenge the bloc's finances. The country is struggling through a recession with a swollen deficit it must slash and a 24.4 percent jobless rate.

Those concerns kept Spain's benchmark 10-year borrowing rate up 0.12 percentage points to 6.48 percent Monday.

People Parade Pups at Electric City Dog Show

Story Created: Jun 22, 2012 at 6:56 PM MDT

Story Updated: Jun 22, 2012 at 6:56 PM MDT

Hundreds of people from all over the country are competing at the Electric City Dog Show, coming from as far away as Hawaii, Alaska and Florida, hoping their canines can catch the judges? eye. ABC 5?s Ashlie Rodriguez reports from the Montana Expo Park.

At the Electric City Kennel Dog Club today over 700 pure bred dogs will compete for the most prestigious award, the Best in Show title. And let me just tell you the competition is rough.

There are seven groups a dog can compete in, working, herding, sporting, non-sporting, hound and toy.

Each of the 730 and dogs at the Expo park will compete in their groups, the top from each group will compete against each other, and the winner is best in show.

?So it all goes down to just one,? said Electric City Kennel Dog Club Chair Susan Aryes.

The non-four legged life forms here are either handlers, breeders or just plain dog owners. Wanda Bloxham is all three and Magnito, her 150 pound french masstiff is the 5th ranked canine in the nation.

?I specifically do it because I like the dogs,? Bloxham said.

But this isn't true for everyone. For handlers who are hired by owners to show the dogs, this is a business.

?A lot of these people that show dog are professionals,? said Judge Joe Purkhiser. ?And they will have maybe 10-15 dogs with them and they get paid to show those dogs.?

With business comes work, and some people say it?s too much for these pups to handle.

?Which means that these dogs are under this kind of stress an awful lot of the time,? Purkhiser said. ?And that?s something that every person has to decide what they?re dog can take.?

Stress is apart sports though, and while the Electric City Kennel Club celebrates 55 years, the elite, expensive sport of dog showing is one of the oldest in the US.

?The dogs are judge on a standard that is set forth for that specific breed,? Aryes said, ? by the American Kennel Club.?

?Like the shape of his eyes are right,? Bloxham said. ?The length of his ears are right.?

Perfection is hard, so how do breeders do it?

?You always take a risk because you can?t say what genetic is going to do 100%,? Bloxham said. ?With doing a lot of the DNA and stuff like that it?s getting to be a lot more scientific.?

The competition to be the best isn't all stress, its about pride, prestige and the love of pooches.

The show continues tomorrow from 8:30 a.m.- 4:00 and everyone is invited. Admission is free. If you?re a dog lover looking to window shop, this is definitely the place to be.

Researchers from Ludwig-Maximilians-Universitt (LMU) in Munich have identified an enzyme that is involved in a modification pathway that is essential for bacterial pathogenicity. Because it shows no similarity to other known proteins, it may be an ideal target for development of novel antimicrobial drugs.

Studies on a number of pathogenic bacteria have shown that these strains become pathogenic only when an enzyme called elongation factor P (EF-P) is chemically modified on a conserved lysine residue. EF-P is a universally conserved translation factor, which is involved in protein synthesis. Two enzymes are known to be involved in modifying the conserved lysine of EF-P, however these enzymes cannot fully account for the pattern of modification seen on EF-P in living cells.

The mystery molecule

Thus, at least one other protein must be involved in the modification process however to date it has proved to be particularly elusive. Now a research team led by LMU biochemist Daniel Wilson, who is also affiliated with the Center for Integrated Protein Science Munich (CIPSM), a Cluster of Excellence at LMU, has succeeded in identifying the mystery protein as the enzyme YfcM and showing that it displays hydroxylase activity. Strikingly, YfcM shows no sequence similarity to any other known protein and therefore may have a unique structure.

This is not the only reason why discovery of YfcM will arouse great interest. "YfcM may turn out to be an ideal target for the development of new - and urgently needed antibiotics, however more insight will be needed to ascertain the role of the YfcM mediated hydroxylation of EF-P," says Wilson.
