FRANKFURT (Reuters) - Germany could quit talks on new risk rules for Europe's insurance industry if regulators try to impose a 'one size fits all' deadline for insurers to adapt to them, a senior official at financial watchdog Bafin said.
"If someone forces us to stick with an inflexible timeframe for the phase-in because of some purist ideal ... we would in the worst case just say goodbye," Felix Hufeld, Bafin's head of insurance supervision told the Wall Street Journal Deutschland in an interview published on its web site on Saturday.
He echoed concerns voiced by German insurance trade body GDV, which has said a proposal to give insurers seven years to adapt to the new rules - called Solvency II - was insufficient.
Solvency II aims to protect consumers better by pushing insurers to improve risk management and match capital reserves more closely to risks.
"We shouldn't forget that all these regulatory changes are taking place in a low interest rate environment. Every now and then you have to ask how big of a burden a company can even shoulder," Hufeld said.

Some smaller insurers, however, could struggle to shoulder the additional administrative burdens.
Hufeld said it should be decided on a company-by-company basis how much time insurers will get to adapt to the rules.
"Of course, no insurer can just say it needs 20 years to adapt if we can see in its numbers that it's really only 10 years. We will monitor that, of course. But we also want to avoid an insurer toppling just because it complies with new regulation," he said.
Solvency II was meant to be in force by now but was delayed after Britain, Germany and France called for a rethink over how products that offer guaranteed returns over the long term are treated to avoid overly burdensome capital requirements.
Talks between the European Commission, the European Parliament and national governments are due to resume in September.
Hufeld said it still appeared "absolutely realistic" that Solvency II will launch on January 1, 2016, as now planned. In January, Bafin head Elke Koenig had said she saw January 1, 2017 as a more realistic start date.
Germany's big insurers have already invested millions of euros to get ready for the start of Solvency II, Hufeld said. "They are practically working on this day and night."

A hit-and-run driver plowed into pedestrians walking along the Venice Beach boardwalk in Los Angeles on Saturday, killing one woman and injuring 11 other people, fire officials and police said.
The deceased victim was identified Sunday morning as Alice Gruppioni, 32, of Italy, Los Angeles County Coroner's Office officials told NBCLosAngeles.com.
Later Sunday, an LAPD spokeswoman said that 35-year-old Nathan Campbell, of L.A., had been arrested and charged with one count of murder. His bail was set at $1 million, although it was unclear what motive, if any, the man may have had, officials said.
The driver had fled the scene in a dark-colored sedan, police said.?Security camera video captured a dark-colored car speeding off the boardwalk as people scrambled out of the way.?
The incident happened around 6 p.m. PT at the end of Dudley Avenue, where it intersects Ocean Front Walk just before the beach.
Twelve people were injured, and one of them later died. Nine others?were hospitalized and two received minor injuries, Los Angeles Fire Department spokesman Brian Humphrey told NBCLosAngeles.com.
The injured were "all believed to have been pedestrians on the boardwalk," according to a?tweet from the LAFD.
Witnesses told NBCLA that the driver of the car ? described as a 2008 to 2010 black or dark blue Dodge Avenger ? seemed to purposely aim at pedestrians as he swerved on and off the curb.
"The vehicle appeared to be moving purposefully down the boardwalk, according to witnesses," Humphrey?told the Los Angeles Times.?
The Venice Beach boardwalk is one of Southern California?s main visitor attractions, featuring hundreds of street vendors, performers, beachgoers and tourists on the crowded stretch of galleries, restaurants and tattoo shops.

Following right on the heels of HTC releasing the kernel source for the Google Play edition HTC One, Samsung has released its required code for the GPe Galaxy S4. This isn't at all surprising, as the manufacturers are required under their license to make the kernel source for these devices available. What is surprising is that the source is for Android 4.3, a build that as of now hasn't been pushed to either one of these devices.
We have to think that the kernel source code being published means that these updates will be on their way in short order. In the meantime those who need this kind of source code can start looking through it (search for i9505g at the source link below) — remember that this isn't everything needed to make a custom ROM, just the kernel bits. Keep on the lookout for those OTA's, folks.

LOS ANGELES (AP) ? The actor who played the original Klingon on TV's "Star Trek" has died.
A longtime friend and spokesman for Michael Ansara says the actor died Wednesday at his home in Calabasas, Calif. after a long illness. He was 91.
Besides playing Kang the Klingon in various "Star Trek" series, Ansara appeared on dozens of TV shows, including "Broken Arrow," ''Law of the Plainsman," ''I Dream of Jeannie," ''Hawaii 5-0" and "Murder, She Wrote."
His film credits include "Julius Caesar," ''Voyage to the Bottom of the Sea," ''The Greatest Story Ever Told" and "The Comancheros" with John Wayne.
Ansara was predeceased by his son, Matthew, with former wife Barbara Eden. He is survived by his wife of 36 years, Beverly, a sister and a niece and nephew.
